Is it possible to force VSTS to fail builds in specific environments?
We have a continuous integration build server that we use for a couple of environments (testing and staging). The build server fails most of the time when we are building for a particular environment. This happens regardless of the solution we build. The server is a full VSTS 2017, we are not using the new hosted agent.

This is a limitation of the hosted agent. The Hosted VS2017 agent is hosted on a machine that is already running an instance of Visual Studio. So if it's already running an instance of Visual Studio, it will always fail, even if the code works fine in another environment. You can work around this by using the Local agent, but it's not as powerful.
For example, I have a build that works on my personal machine, but the CI server doesn't build the code. After some searching, I've found this website that explains the difference between the 2 agents.
